I'd go with

1. Grommash Hellscream, Champion of the Legion, or Gul'dan the Great
2. whoever didn't make #1
3. Elder Shaman Ner'zhul the Lich King
4. Kargath Bladefist, member of the inner circle of the Shadow Council, Warchief of the Fel Horde and lieutenant of Lord Illidan Stormrage <The Betrayer>
5. Blackhand the Destroyer, the True Warchief of the Horde
6. Nekros Skullcursher, Lord of the Red Dragonflight: "We're not craven, backstabbing scum like Orgrim Doomhammer!"

Hard to nail down a ranking, I like original Kilrogg and original Gorefiend.

Ner'zhul is alright, so was early Thrall.

Sadly not a lot of Orcs have captured me since then, Gorgonna had potential, so did Jorin and Garrosh and Dranosh, but nothing good happened with them.

They're treated like animals- but with manual labour. Silly idiots who like to rest and are easily frightened. You can beat them but not abuse them, there are a few quests where taskmasters ask the player to rescue helpless peons.

Hmm, so why does Thrall...?

And are the peons actually intellectually handicapped? If so, is it a result of Gul'dan's breeding program?

Orcs are the descendants of ogres, according to Brann, so my hypothesis is that that's where peons got their intelligence.

In other words, the mage to brute ratio favours potential mages amongst the orcs and brutes amongst the ogres.

I've always had the theory that Peons were the mentally handicapped of Orcish society.

So, according to Wowpedia, peons are "inferior in all skills of worth," but there is no mention of mental retardation. And this is what it has to say about Thrall's relationship with them:

"With the rise of Thrall, peons began being treated in a gentler manner, at least by Thrall and the Frostwolves. Thrall makes continuous movements to make sure peons are treated as equals in the society of the New Horde. Despite this, some of the other upper class orcs, like the Kor'kron, still continue to mistreat peons as such, especially when Thrall is not around. [citation needed]"

I've kept "[citation needed]" to emphasize that the source of this is uncertain. But if it is true that Thrall tries to make peons treated as equals, he has probably signed an act abolishing slavery.
