(Short and a bit rubbish explanation here)
Lorewise Blood elf priests are a little bit of a sore point for me, they lack any kind of lore, and the quests are terrible.
However I Roleplay a Blood Elf Dawnpriest and have done so for nearly two years. He never lost the ability to wield the light due to ‘will’. It is stated in the lore that any person can wield the light should they believe what they are using it for is ‘right’ and ‘just’.
At the fall elves and lost everything ect and so did the light in the self-doubt/failure to defend themselves. Collectively High Elven priests either lost the ‘faith’ in which gave them control over the light, or turned away to another path. The ones who are left of the old ‘priesthood’ are the ones that were strong enough to keep control of it.
I and a fair few Priests who I role play with play our priests as healers, teachers and propagandists who assure the will of the Sunfury spire is followed. Holding sermons preaching how super awesome the Regent is, revering the ‘fallen’ elves as heroes and in some cases uses the sun ‘Belore’ as a new source of focus to create fervour within those we hold sermon for.
In essence, light wielding is now viewed as a viable tool for the Elves to wield to further their aims; with strength of will and passion of self preservation and that of their kin they use it as less a faith, more something that is rightfully theirs to take as it is ‘of the sun’
Also, with the Sunwell’s ignition they can just suck that dry.
