There's a website called nationstates.net. At this site you can create a fictional nation and make decisions for how it governs itself. I had a lot of fun with this site when I was fresh in college, about 2002-2003 or so. A lot of time has passed since then. The site has changed a little (but not very much). Of course, you can't take the name of a nation that somebody else has claimed. Ever. Like, for example, none of us can have access to the nationstate I made up in 2002 and then abandoned a few years later out of boredom. Not even me, since the "lost password" replacement gets sent to my old high school e-mail that I likewise abandoned at some point. So no, you're not going to make a nation called "Asgarde" or "Coruscant" or "Lordaeron".

But I got Kul Tiras yesterday. And now, it is ours.

Every few days, I'm going to present an issue put forward by the website. Anyone on Scrolls of Lore will be able to vote, and this vote will represent the will of Kul Tiras in the modern world of Warcraft. Let's begin!

Overview
The Kingdom of Kul Tiras is a fledgling, environmentally stunning nation, notable for its compulsory military service. Its hard-nosed population of 5 million have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

The enormous government juggles the competing demands of Law & Order, Education, and Social Welfare. The average income tax rate is 30%. A powerhouse of a private sector is led by the Information Technology, Door-to-door Insurance Sales, and Furniture Restoration industries.

Crime -- especially youth-related -- is relatively low, thanks to a well-funded police force. Kul Tiras's national animal is the king crab, which frolics freely in the nation's sparkling oceans, and its currency is the gold coin.

National Background Decisions: Currency, Animal, and Motto

What should the national currency be? Right now it says "gold coin", which seems to be an international standard.

What should the national animal be? Right now it says "king crab", because king crab and lobster were the only animals I saw verified to live in Kul Tiras.

What should the national motto be? Right now it says "Daelin was right", which is a bit out-of-universe.

Issue: Should Democracy Be Compulsory?

The Issue
In response to a slow news week, certain highbrow newspapers have stirred up the debate over voluntary vs compulsory voting.

1. "Compulsory voting makes about as much sense as having the death penalty for attempted suicide," says civil rights activist Marsher Guilarrius. "You can't force people to be free! You can only give them the choice. Besides, if all those derelicts who can't be bothered to get off their butts once every few years voted, who would they elect? I shudder to think."

2. "It's not contradictory at all," argues political commentator Lodaressaiya Jankaira. "The fact is, if not everyone votes, the outcome isn't truly representative. Some groups--like elderly gun nuts--vote more often than others. That's why we always end up with such terrible politicians."

3. "This raises an interesting issue," says Calia Menethil, your good friend and peer. "And that is: why do we need elections, anyway?" She receives a nod from Isiden Perenolde, your other close friend, who continues, "Seems to me it would be much simpler if you just decided what was right, and did it. We can customize the classification title when we reach 500 million population. Population increases on its own, so there's nothing to do but wait.

Until then, neither "Nation" nor "City-state" are title choices. These are the possible choices:

Some Kul Tiras ideas that I have:

Boralus replaced the city-state of Kul Tiras City on the other side of the island as the capital of the island "kingdom" because the original keep was in a defendable natural harbor, but the geography was unsuited to be a major trading port. After the city-state was sacked in the Second War, it was not worth rebuilding to its former extent.

The nobility of Kul Tiras act like feudal knight houses, with the maintenance of a knight replaced with the maintenance of a ship or fleet. The mentality is still there.

The Lord Admiral is just an administrator that runs the nation's Merchant Marine. After the second war, Terenas Menethil II tried to use this fact to annex the kingless kingdom, causing some of the seafaring houses to leave the Alliance. Stormwind has also tried this, with similar results.

The island drifted out of Baradin Bay during the Cataclysm not because of tectonic upheaval (as the cover story was), but because the entire island was converted into a ship.

The national dish of Kul Tiras is the "double down" which consists of a sandwich made of two crabs and a grilled fish.
