The main nature theme of the night elves have gone full neutral and multi-species in wow. Just going with one theme for a faction in a setting after wow feels inadequate. The historic main theme of the Horde is bloodlusting, genocidal mayhem. I don't think that is much to build a war4 Horde on.

More diverse factions would be one big option for a war4. Not everyone can be like the Alliance titanic races that has such good synergy. The Humans work well with both Dwarves and Gnomes and the Worgen adds some flavour while still being humans.

The night elves have lost their nature allies they're neutrals. Most druids are neutrals as well, which is why I have them added to my faction as just spell casters. The Draenei would support the Night elves where they're dearly lacking. They're both long lived, have a long history. As you wrote, the Draenei have a strong Light theme but it is also one of their main flaws. It makes them bland.
