Well there are a few things you can do to reduce the frequency of these kind of attacks. We aren't seeing how much attacks that are being prevented. ISIS does not carry attacks out as frequently or deadly as they would like in the UK so something is being done to mitigate that. It is just one of those jobs where the better you do the more likely people will wonder if you do anything at all.

People that leave their European countries to go fight and train with ISIS could be killed while they are away so they can't return. That would be ideal so they can't commit terrorist actions or to deter people from leaving in the first place.

Another front to fight this way is a battle of ideas. Electronically going after ISIS propaganda in the cyber domain is part of it. I think some countries though people feel alienation and anomie which makes them susceptible to that kind of propaganda. If people lack meaning in their lives or simply don't feel an investment or pride in their communities it becomes easier to listen to outsiders that offer that.

Now I'll admit to being half in the bag at the moment, but this sounds to me like straight-up extrajudicial killing.

So while, if you were to tell me people who travel to ISIS held territories ought to be surveilled I'd agree without much, if any, reservation, there's no way I can get behind going that extra step and straight-up murdering US and/or Canadian and/or EU citizens without any due process.

If they are actively engaged in the conflict it isn't murder. ISIS commits acts of ethnic cleansing and mass rape. They are a threat to the people around them and the people they return home to. If people join up with them they have joined an enemy of the state and if they are in a battle zone due process becomes impractical. ISIS would just use foreign citizens as human shields if that was the case.

We should just move away from a containment or attrition strategy with ISIS because it allows fighters to return home or just retreat to other places and carry out acts of terror there. Don't allow them to move around because that just moves the problem somewhere else instead of getting rid of it.
